Impact analysis
The two-year phase-in is estimated to cost the city about $352,000 in forgone revenue versus $844,000 for a three-year phase-in.
Existing ratepayers are shielded from growth costs, and apartment developers get a softer landing on fee increases.
The city forgoes some infrastructure revenue, and future apartment projects still face higher connection costs.

City Council - Apr 15, 2026
New fees take effect July 1, 2026. Most of the city's roughly 400 fees barely change, but 21 rise more than 10 percent and six new fees are added — mostly for inspections, permits and specific services. The changes should bring in about $485,000 a year to cover existing costs, not add programs.
